New York State Non Resident 18 Hour Concealed Carry Firearms Safety Course. Attending this course will allow Non NYS Residents to apply for a pistol permit in accordance with the NYS Pistol Law as amended in August 2025. This is a 16 hour course, plus two hours of range time.

About the event
The New York State Pistol Permit Class for Non Residents – also known as the “Concealed Carry Permit Class” or the “Firearms Safety Course“, must be completed before applying for a pistol permit in New York State as a non NYS resident starting on 26 August 2025. The VSA began offering this 16 hour class in the Fall of 2026 for residents of the North East Pennsylvania Area (NEPA).
New York State 18 Hour Concealed Carry Firearms Safety Course. Attending this course will allow you to apply for a pistol permit in accordance with the NYS Pistol Law effective 1 September 2022. This is a 16 hour course, plus two hours of range time. You can also use this course to renew your NYS permit in jurisdictions that require the 16 Hour course for permit renewal. All firearms, ammunition and personal safety equipment is included.
